An even horizontal line, usually somewhere between 600mm and 1.2m above the floor, on a ground floor wall. It marks the height where water stops climbing because it evaporates as fast as it arrives. Condensation and leaks do not draw a level line.
Salt left behind when the water evaporates out of the wall. It can look like a dusty white fur, or like crystals in the mortar joints. It often looks worse in a dry week, which confuses people, because dry weather is when the evaporation is fastest.

Brassall is mostly postwar and modern, and most of it does not get rising damp at all. That is worth saying plainly, because the honest answer for a lot of Brassall houses is that the wet wall is a leak, a shower, or condensation. The exceptions are the older cottages along the original road and the houses where a slab or path has been added hard against an older wall.

If you are buying, yes, and read what it says about moisture carefully. A building and pest report flags moisture but is not a damp diagnosis, and the two get confused. If a report has flagged damp on a house you are buying in Ipswich, that is exactly the point at which a specific assessment is worth the money.
Not if the cause was dealt with rather than covered. A correctly installed barrier does not wear out on any timescale you need to care about.
